возникли проблемы сборки по win7x64 vs2010 скачал с репозитория, выполния make_icu.bat

На сколько я понял проблемы с линковщиком, в инете нашел что надо отключить инкрементирование либ ключом /INCREMENTAL:NO однако не знаю в каком скрипте прописать, и действительно ли проблема в инкрементировании?
