В SQL Developer не могу подключиться ни к одной схеме. Результат всегда

В sqldeveloper.conf добавил строки:
авторAddVMOption -Duser.language=en
AddVMOption -Duser.region=us

В реестре:
авторNLS_LANG=AMERICAN_AMERICA.CL8MSWIN1251

Уже вроде много всего перепробовал, а воз и ныне там. Подскажите что делать, а то время уходит, а я даже приступить не могу(
