Есть oracle 12.1
создаем таблицу с partition by range (1 day) subpartion by hash(128) segment creation deferred

в итоге при вставке единственной строки в новую партицию получаем выделение места для всех 128 subpartion для этой партиции (видно в user_segments)

это ожидаемое поведение?
