Недавно начал разбираться с этим Framework. Есть готовая система написанная на Strust+Velocity. Нашел файл меню
menu-structure.xml в нем
<menu pageName="searchExtProduct" forExtproductsStore="extProductStoreId">
<otherPage name="showExtProduct" />
<otherPage name="showAddExtProductPage" />
<otherPage name="showSellingsReportPage" />
<otherPage name="extProductsStockTaking" />
<otherPage name="extProductsPriceChanging" />
<otherPage name="showExtProductUsage" />
<otherPage name="showExtProductBye" /> - добавил свой пункт мену
</menu>

в struts-config.xml соответственно
<action path="/showExtProductBye" type="ee.infosys.rondo.server.actions.ShowExtProductUsageAction">
<forward name="success" path="showExtProductUsage.page" redirect="false" />
</action>
Ничего в мену не появилось. В каком направлении проверять дальше.

Просто для теста написал, что пришло в голову.
