Есть проблема с загрузкой изображения

Если Report создан на основе простого SQL-query

select decode(link_flag ,1,'<img src="#WORKSPACE_IMAGES#stop.jpg" />',0,'<img src="#WORKSPACE_IMAGES#refresh.jpg" />') "статус" from TABLE1

то все в порядке.

Если через PL/SQL function возвращающую SQL-query

declare
q varchar2(1000);
begin

q:='select decode(link_flag ,1,'<img src="#WORKSPACE_IMAGES#stop.jpg" />',0,'<img src="#WORKSPACE_IMAGES#refresh.jpg" />') "статус" from inventory_holdings';

return q;
end;

то выдается ошибка:

Как решить эту проблему? Так как мне нужно строить Report именно через PL/SQL функцию.
