IC68815: ISTAR QUERY BETWEEN 2 PAM ENABLED INSTANCES RETURNS -950 WHEN THE DATABASES ON BOTH SIDES USE RU_RU.1251 LOCALES

Error descriptionA distributed query between 2 IDS instances on 2 different boxes
using PAM enabled DBSERVERALIASES on both sides can return the
error -950 (User user1@host1.domain.com is not known on the
database server) in the following scenario:
- both db1 and db2 databases use ru_RU.1251 locales
- connect as 'user1' to db1@instance_A_pam DBSERVERALIAS
- run distr. query like "select * from
db2@instance_B_pam:table1"

The error -950 is returned despite the fact the sysuser:sysauth
on instance_B_pam contains proper definition of 'user1' from
instance_A_pam.
