The color situation in PowerDesigner has been acknowledged and a dialog box
is in the works. Until then, you can change the colors:

The change can be done in registry under the key
[HKEY_CURRENT_USERSoftwareSybasePowerDesigner 9ControlsEditor] When you
install PowerDesigner, the ControlsEditor is almost empty. The keys are
dynamically created once you have opened a syntax editor in PowerDesigner
(preview, script, VB Script, ...).
You will then be able to change their values. Obviously, the preview
depends on the language (SQL, Java, C++, XML, ...) you're viewing.

You can change the syntax coloring for each type of file (Java, SQL, C++,
...).

For each file type, there are several category of colors:
- Comment
- Keyword
- Number
- Operator
- String
- Text
- Text Selection

For each category, you can change the foreground color and background color.
NOTE: In general, you don't need to change the background color.

For changing the text colors:
- Open the registry and go to the node
HKEYCURRENT_USER/Software/Sybase/PowerDesigner 9/Controls/Editor
- Open the node of the file type, for example, SQL Files:
- Open the Color Groups node.
- Select a category, for example, Comment.
- Create a new DWORD entry and rename the entry to Foreground
- Change the value of the entry to a hexa format (ie) BBGGRR
Example: 0000FF (red), FF0000 (blue), ec00c000 (Green)

Хотя может это всё-таки можно сделать через GUI, хотя бы в PD 11?

Это добавка для человеческого цвета комментов в T-SQL.

Прилагаю REG скрипт для PD 11 Trial.

Поправил для Sybase PowerDesigner 12.
